Politifact rating: Pants on Fire (Noncitizens cannot vote in federal, state, and almost all local elections. Some localities allow noncitizens to vote, but that applies to lawfully present immigrants. Undocumented immigrants do not have access to federal health care coverage. There is only one exception for Medicaid emergency funding for health providers who serves undocumented immigrants in an emergency situation.)
