History

Project 2025 is a policy initiative led by The Heritage Foundation, a conservative think tank, and supported by over 100 allied organizations. Introduced in 2022, the initiative outlines a plan to restructure the federal government in preparation for a conservative presidential transition. Its goals are organized around four pillars: policy, personnel, training, and a 180-day playbook. The initiative emphasizes expanding executive power, reorganizing federal agencies, and promoting socially conservative values in federal policy.

 

Many contributors to Project 2025 have experience from Donald Trump’s first administration. According to Newsweek, several proposals associated with Project 2025 have been implemented during Trump’s second term, including federal spending cuts, expanded fossil fuel production, the rollback of diversity, equity, and inclusion programs, and restrictions on funding for reproductive health.
