Funded by / Ownership

The Mississippi Center for Public Policy (MCPP) is a 501(c)(3) nonprofit. While it solicits donations on its website, it does not disclose the names of individual donors, thereby limiting transparency. According to InfluenceWatch, it is affiliated with the State Policy Network (SPN), a coalition of conservative think tanks funded by organizations such as DonorsTrust, the Walton Family Foundation, and the Bradley Foundation. SPN members have been linked to opposition to climate policy and national deregulatory campaigns.

Analysis / Bias

MCPP advocates strongly conservative and libertarian public-policy positions. Economically, it promotes elimination of the state income tax, deregulation, occupational-licensing reform, reduced government spending, free enterprise, and limits on government intervention.

Its education advocacy is similarly ideological. In Here’s our plan to achieve school choice in Mississippi, Douglas Carswell argues that parental choice is necessary to counter “left-wing values in the classroom.” MCPP supports education savings accounts, private-school tax credits, homeschooling, and allowing education funding to follow individual students.

MCPP also strongly opposes diversity, equity, and inclusion programs. Its Mississippi Freedom Index identifies “Outlaw DEI” as a flagship conservative policy and asks whether lawmakers are “true conservatives or fakes.” Other commentary praises conservative policies involving taxation, border enforcement, energy, and restrictions on DEI programs.

The organization openly advocates for conservative political outcomes and frequently frames policy debates as contests between conservative reformers and liberal or establishment opponents. This level of ideological advocacy places MCPP firmly in the Right category rather than Right-Center.

MCPP generally cites government statistics, legislation, economic data, academic research, and other primary sources. However, its policy analysis is highly one-sided and usually presents evidence in support of predetermined free-market and conservative positions, with limited treatment of opposing research or arguments. This reduces its factual rating despite generally credible underlying sources.

Failed Fact Checks

  • None to date
  • Its association with the State Policy Network, which has supported climate denial and anti-regulatory lobbying, raises concerns about the selective use of evidence and ideological framing.

Overall, we rate The Mississippi Center for Public Policy (MCPP) Right-biased for its strong advocacy of free-market economics, limited government, school choice, deregulation, and conservative social and political policies. We rate it Mostly Factual for factual reporting because detailed research is often sourced, while political commentary frequently relies on partisan outlets, selective framing, and limited opposing context.
