Politifact rating: False (It was Trump. In 2017, a bipartisan Congress passed the Women, Peace and Security Act. Then-Sen. Marco Rubio, R-Fla., was a cosponsor and then-Rep. Kristi Noem, R-S.D., introduced it in the House. President Donald Trump signed it into law.)
