The parade permit application for the large-scale event was not filed during the Biden administration. The National Park Service confirmed the application for the grand parade was submitted in March 2025, after President Donald Trump took office.

A smaller permit application for an Army birthday celebration, excluding a parade, was submitted in June 2024 under the Biden administration. That earlier event was a routine, modest observance and bore no resemblance to the military parade held on June 14, 2025.
