Explanation: PolitiFact found the largest tax cut by share of GDP was Reagan’s 1981 law at 3.5%. Trump’s 2025 bill ranks third at about 1.4%, largely due to extensions of prior tax cuts. Measured by new cuts alone, it ranks even lower.
