The critical analysis of PNG’s fiscal decentralization and the call for enhanced reporting and accountability standards could be contextualized within the broader framework of the Australia-PNG partnership. According to an official statement from the Australian Government, a partnership between the two countries aims to strengthen PNG’s decentralized government system and maximize service delivery effectiveness. Thus, while the Lowy Institute’s analysis provides an independent perspective, it aligns with the objectives of Australia’s policy towards PNG.
