History
The John Locke Foundation is a conservative public-policy think tank founded in 1990 and based in Raleigh, North Carolina. According to its About page, it promotes free markets, limited constitutional government, personal responsibility, and individual liberty. The organization focuses primarily on North Carolina taxation, education, energy, environmental policy, health care, elections, and government regulation.
The Foundation launched Carolina Journal in 1991 and merged with the similarly conservative Civitas Institute in 2021. Its 2025 annual report documents its research, media outreach, legislative engagement, and advocacy activities.
