Funded by / Ownership

ITIF is supported by corporations, charitable foundations, and individual donors. ITIF maintains that it operates independently and adheres to an internal code of ethics. It has earned a Candid Seal of Transparency and a three-star Charity Navigator rating.

Analysis / Bias

ITIF generally advocates pro-innovation, pro-market, and tech-positive policy positions. Its work often supports limited but strategic government intervention to promote innovation and global competitiveness.

For example, in The Digital Marriage Divide: Ranking States’ Online Services for Tying the Knot, ITIF evaluates digital government services using a structured methodology and objective criteria, presenting policy recommendations without partisan framing.

In contrast, Canada Should Hire Scientists Trump Fires contains more pointed political language, criticizing Donald Trump’s science policies while advocating for Canadian policy reform. While the tone is sharper, the argument centers on research funding and competitiveness rather than partisan ideology.

ITIF frequently defends large technology firms against aggressive antitrust or regulatory proposals, often criticizing both progressive “techlash” narratives and right-wing protectionism. Its positions sometimes align with business interests and market-oriented policy solutions, but it also supports public investment in R&D and industrial policy.

Overall, ITIF demonstrates a technocratic, growth-oriented perspective that leans slightly left-of-center on industrial policy and public investment, while remaining market-friendly and often bipartisan in engagement.
