Funded by / Ownership
C2ES is an independent 501(c)(3) nonprofit governed by a board of directors. Funding comes from charitable foundations, governments, individuals, and businesses, including members of its Business Environmental Leadership Council. The organization publishes annual reports, audited financial statements, IRS filings, conflict-of-interest policies, and other governance documents.
C2ES states that funders do not control its research or policy positions and that it retains full editorial control over reports, policy briefs, and recommendations.
Analysis / Bias
C2ES strongly supports government action to reduce greenhouse gas emissions and has been sharply critical of the current Trump administration’s climate policies. For example, C2ES Statement on EPA’s Repeal of the Greenhouse Gas Endangerment Finding and Vehicle Standards argues that the administration distorted the scientific record and weakened public-health and climate protections.
At the same time, C2ES frequently promotes market-oriented climate solutions rather than command-and-control regulation. Its Market-Based Strategies page supports carbon taxes and cap-and-trade as cost-effective ways to reduce emissions, while its business council advocates permitting reform, technology-neutral tax credits, nuclear power, carbon capture, and other private-sector solutions.
Its research generally reflects mainstream climate science and relies on government data, peer-reviewed research, economic modeling, and identified experts. The organization is advocacy-oriented and consistently favors stronger climate policy, but its business partnerships and market-based approach moderate its ideological placement.
