Bill Gates Urges Global AI Policy Action

Microsoft co-founder Bill Gates released a memo warning that the “turbulent AI era” has arrived and calling for urgent policy action. Gates proposed a “robot tax” on companies that use automation to replace human labor and suggested reserving some jobs for people to prevent severe economic disruption. He also called for national and international oversight bodies modeled on nuclear inspections and aviation rules, including monitoring of AI models capable of engineering dangerous diseases. FCC Eases Captioning Certification Rules

The FCC adopted a Report and Order changing captioning registration and certification requirements for certain video programmers. Under the new rules, programmers that provide content only to public, educational, and governmental access channels exempt from captioning requirements will not need to register and certify compliance. Non-broadcast networks that certify all programming is exempt from or compliant with captioning rules can also relieve individual video programmers of separate registration and certification obligations.
