A resolution terminating President Donald Trump’s declaration of a national emergency on Tuesday has exceeded the number of votes needed for passage in the House.
The measure, sponsored by Rep. Joaquín Castro, D-Texas, is intended to stop the president’s use of billions of dollars in existing federal funds to build a wall on the southern border without congressional approval. It will be taken up in coming days by the Republican-controlled Senate, where the vote is likely to be close. Trump is expected to veto the resolution if it gets to his desk.
