History

Kashif – The Palestinian Observatory for Verification and Media Literacy is an independent Palestinian fact-checking organization founded in late 2019. According to its About page, it works to combat misinformation, promote media literacy, and improve access to accurate information.

Kashif operates under the Shahed Center, a registered Palestinian civil-society organization, with offices in Nablus and Ramallah. In December 2024, it became the first Palestinian organization accepted as a signatory of the International Fact-Checking Network’s Code of Principles.

Funded by / Ownership

Kashif operates as an independent program of the Shahed Center. Its funding comes from local and international organizations and grants. Current or previous partners include UNESCO, IFCN, Hivos, the European Endowment for Democracy, the German Representative Office in Ramallah, and other media and democracy organizations. Kashif states that it does not accept conditional funding from governments or donors.

The organization publicly identifies its offices, parent organization, methodology, partners, and funding sources, providing good transparency.

Analysis / Bias

Kashif’s core fact-checking work is generally evidence-based. Its methodology includes monitoring claims, contacting relevant parties, using verification tools, and requiring at least two editors to review fact checks before publication.

In Israeli Accounts Cast Doubt on Whereabouts of Journalist Moatasem Dalloul, Kashif investigated claims that a Gaza journalist was actually in Poland. It contacted the journalist, examined the alleged photograph, traced the original image, and reviewed multiple recent videos before concluding that the claim was misleading.

However, Kashif’s longer-form reporting adopts a distinctly Palestinian and pro-Palestinian perspective. In A Few Kilometers Away from Gaza: A Silent and Forgotten War in West Bank, it refers to Israel as the “occupation,” describes events in Gaza as “genocide,” and characterizes West Bank policies as systematic repression. The report cites organizations such as OCHA, UNRWA, Human Rights Watch, Palestinian statistical agencies, and Israeli group Peace Now, but offers relatively little Israeli government perspective.

Therefore, Kashif’s fact checks are generally methodical and sourced, while its broader reporting reflects Palestinian human-rights and national perspectives, especially concerning the Israeli-Palestinian conflict.
