PolitiFact rating: Mostly True (A 2023 national survey found about 9% of U.S. adult citizens either lack or cannot readily access documentary proof of citizenship, and a similar share lack a nonexpired driver’s license. However, the figure includes people who may have documents but cannot easily access them, and the survey was not limited specifically to registered voters.)

TRUE Claim via Social Media: On March 19, 2026, the U.S. Senate passed a bill that would ban members of Congress from getting special treatment during airport security screenings.

Snopes.com rating: True (The claim is true, but as of this writing the bill would still need to pass in the House of Representatives before being signed by the president and becoming law.)

Full Fact rating: False (Number 10 confirmed Mr Starmer did not make these comments, which appear to have originated from a satirical Facebook page.)
